Urban Labor Markets and Employment Policy: Course Description

'Urban Labor Markets and Employment Policy' begins with an investigation into the labor market of American cities. Understanding the dynamics of metropolitan work forces, workforce development programs and corporate structures provides a foundation for deeper analysis of problems and potential solutions in urban labor markets. Public policy questions are examined as they relate to both employment and unemployment. Discussion notes review the roles of government programs and regulations at state and federal levels, as well as private enterprise solutions to employment issues, such as unions and employment agencies. Special attention is paid to the benefits and drawbacks of approaches favored by governments and the private sector. An overview of the history of American employment policy considers the politics behind jobs programs over the past 50 years. This reading-based course was taught at MIT Sloan by professor Paul Osterman, who holds professorships at both the MIT Sloan School of Management and the Massachusetts Institute of Technology's Department of Urban Planning.
